Some of the things I look for apply to any band members; practice, learn the songs as agreed, pull your weight especially at gigs with equipment/setup/etc, have your own gear/transport, be equally active in looking for gigs/promoting the band and someone who fits in musically and personally. Backing vocal ability is a nice to have.

Bass specifics - hold down the rhythm, dont be too busy at the wrong moment (ie, dont kill the song just to chuck in some crazy riffs/bass solo), dont have to be brilliant - but solid is essential, dont be too loud and swamp the rest of the band at gigs.
