Even if it was in correct working order, I still would have passed. I mean, a brand new one with a warranty for 20 or 30 bucks more. Yeah, should have been cheaper.

You may find a good deal in a pawn shop but you will find just as many good deals on Craigslist or Ebay but it's doubtful you will find a great deal like you may have done 20-30 years ago. They are just too up on that stuff these days.

The guitar that won't tune properly can usually be traced back to dead strings that need to be replaced or an idiot set up the intonation at the bridge. On a Les Paul, you're playing on a 24.75 inch scale neck as opposed to a 25.5 inch scale Strat neck. That makes setting the intonation a little bit more critical. Get new strings and set the string height where you like it, then set the intonation. If its starts having intonation problems later, its time to put new strings on. DON"T try redoing the intonation on old strings.
