D Dorian. If D is the tonic note it has nothing to do with the key of C.

If we are playing it over a progression in the Key of C, it's simply a C Major scale.

Context can determine this. By itself with no presumed key center, it's a collection of pitches, subject to interpretation.

(What I am trying for here, is to show how frikken confusing this stuff can be for most of us. It has a lot to do with, in my opinion, out dated convention.

Go into recognized theory Tomes, and you find even they contradict on points and definitions. )
